Green Canyon High School School Community Council Meeting
9/11/2023

Tim Smith started the meeting and introduced the New Bond Proposal that is scheduled for a vote this coming November.
Tim presented the need for a bond, giving some data about the district:
There are 41 districts in Utah and CCSD has the largest population
There are 20,000+ students (preschool included)
The district serves 27 different communities
He reviewed the past bond in 2013, and what it entailed.
Tim reported that in the past 10 years, the school district has added 4,197 students
11 Elementary schools are now over capacity
1 Middle School is over capacity
The district has 38 portables at different schools
The state has funded all day kindergarten, however not all schools in the district are able to provide it because of space issues.
Building Task Force recommended:
$139 million bond to help build:
*2 new middle schools in Nibley and Hyde Park
*Convert Spring Creek Middle School to an Elementary School
* Build a new elementary school in Hyde Park
*Implement new safety and security measures in 25 schools
Advantages to passing the bond:
*It will move 6th grade from elementary school back to middle school
*Solves problems for elementary schools and middle schools space
* It will give all day kindergarten access to all 27 communities
* There will now be 4 middles schools to feed into the high schools
Architects have made a new layout for the middles schools, they have saved money by actually replicating the building designs for both
There will be new middle schools in Hyde Park and NIbley, a new Hyde Park elementary school, and Spring Creek will turn into an elementary school.
Safety and Security Enhancements:
*Standard Response Protocols are in place, but will be used for all schools
* Controlled Entry (going through main office to get into the school)
* Enhanced communication system
*Access control: Schools will be able to lockdown the school with just 1 key fob swipe.
*Updated and enhanced surveillance systems
Questions:
Will there be an increase in the tax rate? No. Property owners can anticipate no tax rate increase related to the bond. Property values may go up, but that is not because of the bond. The district has worked out a budget that can keep the current rate or possibly lower for the bond.
Ex: a home value of $524,000 will pay about $234 per year, Business owners with same or similar value will pay $426 per year
From a study done by the U of U, the district projects that growth in the valley will start to slow.
Boundary lines for schools should not change, those who go to GCHS now will have a new middle school. Rearranging boundaries is not the first go to if there needs to be a change.
Regarding concerns about Logan district students coming over to CCSD, Tim said that 491 students came from Logan district, but CCSD lost 350 students who moved to Logan district.
Anticipated start date if the bond passes is Spring of 2024. Anticipated open date for schools will be Fall of 2026.
If the bond does not pass, we may have to look at year round school or more portables.
Friends of the Bond meets on Sept. 19th, 8pm in district office room C3 (district office on main)
Jared Black (Financial expert for the school district) said the Bond Task force put a hard line on expenses to help the bond pass.
It was discussed how we can get the information out to parents so that the bond will pass. Community Council members were given some information flyers to hand out with a QR code for more information.
Jim Crosbie gave his thoughts about being the new principal and introduced his Vice Principals. He suggested we might have voting online for the Community Council Chair, Vice Chair, and secretary

Digital Safety- Librarian Kim Bagley:
There will be a double assembly for Net Safety. Computer Science teachers teach the bulk the the digital literacy/safety. Common Sense Media is a great resource to check games, movies, books, and media.
Review Trustlands Plan:
Goals were developed to help with TSI (Targeted School of Improvement) and specifically the ELL population at GC. Goal is to improve teaching practices/ fundamentals. Rachel suggested that the students get invested in the tests as many opt out of it and this hurts our standing. Students that do not take the test get a half day and that is appealing to many. Goal #3 puts money towards lowering class sizes in core classes- English/Math/Science. GC is a school choice school but that is leveling off and we are not taking as many students. Those who come have to sign a contract committing to success in the areas of grades, attendance, citizenship, and behavior. The district is adding specialists to help teachers.
School Safety Update:
We are waiting on a school safety grant that the state applied for. GC would use the funds for more security cameras and bullet resistant film for the glass. GC held the first lock down drill of the year and it was a great success. Some things were learned and are being addressed: the wood shop cannot hear the warnings because of the noise. The Hosa club will be updating the emergency buckets in teachers’ classrooms and the safety app will be updated.
School Update:
Lots of good things at Green Canyon! The extracurricular groups and sporting teams are all doing very well.

November 13, 2023

The meeting was called to order at 7:00 am.
We approved the minutes from our October meeting - Monica Edelmayer moved to accept the minutes as written; Wyatt McDaniel seconded the motion. The voting was unanimous to accept the minutes.
Our Trustlands Plan is now on the school website.

The entire plan is based on our TSI status and is geared towards improvement

The Solution Tree PLC event was last month

GC sent a few teams to learn about collaboration and PLC’s

State data shows that Green Canyon is the top performing high school in the valley and above averages for the state and the county.

We are pushing kids to finish the Youscience assessment to provide more targeted options for future employment

We will have Tia Stokes (a motivational speaker) speaking to our Freshman and selected other students on Wednesday, November 15th about resiliency

Veterans Day Assembly was amazing; all involved did a great job

January 16, 2024

Welcome Jim Crosbie: GC is a great school with great kids doing great things!
Counselor update: Deedra Hinds- Pack PIck Days was last week and was a success. Teachers talk about their classes so students know what they are signing up for and generate interest. 400 students filled out surveys about the activity: 50% are influenced by Pack Picks, 35% are kind of influenced because of attending. PCCR meetings start today, meet with counselors to register for classes. Youscience is a resource the students begin using in Freshman Academy and the counselors refer to over the next four years. It helps determine possible careers using both interests and aptitudes. The counselors use it to direct students to current classes that can help them prepare for potential training/schooling/careers in the future.
Tier Two intervention plan related to Trustlands:The administration is working hard to ensure they have good relationships and understand the role of everyone at the school. They recently mapped out various responsibilities that fall under the counseling office and where the funding comes from for the different programs. Some of these are funded through Trustlands. Through Tier Two interventions, the administration is trying to meet the needs of all of the student body- those who are completely independent to those who need regular guidance.
Parent Teacher Conferences: Signups start today for meetings on Monday 12pm-6pm. The time slots are in ten minute increments. A comment was made that the five minutes in the past is not long enough so they are trying the ten minute appointment. This gives teachers 30 slots to see parents and students throughout the day. . . .perhaps not enough, but a balance between too short and more slots.
School Success: Phil and Gordon reported on various activities and groups throughout the school. The cheer, drill, and sports teams are all doing well. The Exec students go and visit other schools each year to share ideas and learn from each other. This year for the first time, GC students felt like they had more to share than to take back with them. The school has really established great traditions and activities. We are on our way out of TSI probation, we are on the right trajectory.
Matt Fuller mentioned some activities taking place at/with Bridgerland. They are visiting Texas Instruments later this month and have a major career fair in April. Bridgerland is a great resource for our students.

Welcome Jim Crosbie: GC has had a great winter season of extracurriculars. The administration is trying to follow procedure and policy from the Superintendent and making changes at the school as needed.
Trust Lands Plan: There is a lot of work and reviewing of policy that goes into formulating a plan each year.
2023-2024 plan allocated most of the funds to increasing our FTEs to bring class sizes down. Also included was pay for Paras serving the ELL population and teacher training. We currently have just over 50% remaining and will end the year within our 10% carryover limit.
2024-2025 plan follows the same pattern: Salary and Benefits to fund PLC training meetings, curriculum teams, extra FTEs, EL aids, VISTA employee, and a testing coordinator Professional Development to fund Solution Tree trainings LIA to fund LIA field trip
Specific goals will be outlined at the next meeting

A question was brought up about the diversity population at GC and if there is a need for a multicultural club. In the past there has been a student led multicultural group but the students have not shown interest this year. There is a good culture at GC and students seem to be comfortable joining any and all groups, regardless of their background. Jim cited the Men's Volleyball team that has players from different cultural groups.
A question was brought up about the mass casualty drill that the Cache County Sheriff's office has held at GC in the past. There was a scheduling conflict but it is being worked out.
Next meeting: We will be discussing next year’s elections and members returning

May 13, 2024

Welcome Jim Crosbie:
GC has had a great year! Next year GC will have 110 fewer incoming students than the number of students graduating this month. We do have some school choice and transfer students. We have five teachers retiring or moving on from GC and are losing two FTEs this coming year. There have been some new hires as coaches and staff for the coming year. With the changes, the schedule is still being sorted out. Terri brought up that we do not have a registered candidate for the upcoming School Board election for the area of North Logan/Hyde Park and suggested the importance of a strong write in candidates for the position.
Trust Lands Plan:
The plan is approved! State goal is stream line to one sentence as requested. Currently, we have 39% of the 2023-2024 budget remaining. Money has been spent, it is still being processed. In the next month we should be down to the required 10% or less carry over.
Graduation:
May 29, 1pm. Seniors will be done with regular classes the Friday before graduation. In the past, there has been a pack celebration or counseling BBQ to hand out certificates and recognition for scholarships and admission to universities. This year, the process is delayed and universities are sending recognition to the students directly so it will be condensed this year. Tuesday will be an awards assembly for Seniors and then yearbook distribution to all students, and Wednesday a short day for all students and graduation. Wednesday night there is a senior party put on by parents, held at but not hosted by the school.
Next Year’s Community Council:
Rhonda Wright is the only parent not returning. Two people expressed interest in being on the council next year, no election was required and they will both be joining us.
